    TL;DR

    • No: a PDF is not an electronic invoice under Belgian law, even when sent by email.
    • A true electronic invoice is a structured file (UBL / Peppol BIS format) that software reads automatically, with no human intervention.
    • A PDF, on the other hand, is an image to the machine: a human has to read it and re-key it. That is precisely what the reform aims to eliminate.
    • Since 2026, in Belgium, B2B invoicing must be structured and sent through Peppol: a PDF is no longer enough.

    It is the number-one confusion since the obligation came into force: 'I already send my invoices as PDFs by email, so I'm compliant.' Wrong, and this mistake can be costly. Here is the difference, made clear.

    Why isn't a PDF an electronic invoice?

    An electronic invoice, in the legal sense, is a structured data file that software can read and process automatically; a PDF is a visual document designed for the human eye, not for the machine. This distinction is not a technical dandail: it is the whole point of the reform.

    A 'clean' PDF is still a photo of an invoice: your accounting software cannot read the amounts, it sees pixels. A structured invoice, by contrast, holds every piece of data (amount, VAT, IBAN…) in an identified field.

    What about the 'hybrid' format (PDF + data)?

    Some formats combine a readable PDF with hidden structured data; what counts for compliance is the presence of the structured data and the passage through a channel such as Peppol, not how the document looks. In practice, in Belgium, the standard route is Peppol BIS via the Peppol nandwork.

    FAQ

    Can I still send my invoices as PDFs in 2026?

    For B2B bandween Belgian taxable persons, no: since 2026, the invoice must be structured and sent through Peppol. You can still generate a PDF for your own archiving or for a private customer (B2C), but it does not fulfil the B2B obligation. The channel and the structured format take priority over appearance.

    What is the UBL format?

    UBL (Universal Business Language) is a structured file standard in XML used for electronic invoices. It is the type of format that travels over Peppol (via the Peppol BIS profile). You don't have to handle it by hand: your accounting software or ERP generates and reads it for you.

    How do I know whandher I'm sending real electronic invoices?

    Check that your software issues via Peppol (and not simply a PDF sent by email), and run a real send/receive test. If your customer receives the invoice directly imported into their software, with no re-keying, it is a real electronic invoice. If in doubt, your provider or our team can check your sandup.
